The Governor of Hong Kong to the Secretary of State for the Colonies.

Received Colonial Office 9.5 a.m. 13th June, 1903.

Ten divan licences applied for renewal before expira- tion 28th February last not yet issued because in the absence of applicants China impossible to execute personal bonds divans in the meantime allowed to keep open. Propose now issue thus avoiding claims for compensation pendin settlement of whole question concerning which despatch follows by mail.
